Two reports flag safety issues at Keating Elementary School
 
A CRD report highlights significant traffic safety concerns at the Keating Elementary School, an issue that will be magnified by increased traffic with a proposed highway flyover and anticipated commercial growth in the area.
 
The province is consulting the public on its proposal to build a flyover off the Pat Bay Highway on Keating Cross Road, instead of a full interchange that was recommended in an extensive Highway 17 Planning Study prepared in 2014.
 
The 59-page CRD report, Active School Travel Report 2019-20,was done in conjunction with Keating Elementary School and Central Saanich. It included a broad consultation process with the area.
 
“We’re very pleased the province is addressing the dangerous turnoff on the Pat Bay Highway,” says John Treleaven, chair of Grumpy Taxpayer$ of Greater Victoria.
 
“However, this CRD report confirms our concerns about a flyover increasing existing traffic – already a major problem – in front of Keating Elementary. Additional traffic control measures must be a priority.”
 
Concerns were expressed in the report about vehicle volumes and speeds, truck traffic in front of school, lack of continuous sidewalks, misalignment of crosswalk at the front of the school, and lack of crosswalks (Pages 17-25).
 
On seeing the Active School Travel Report, one parent is quoted, ‘I certainly would not walk my kids to that school’.
 
A second report, the Central Saanich Active Transportation Plan also raises major safety concerns around Keating Elementary School. One of the priorities of the plan is improved safety for pedestrians and cyclists, and Keating School was singled out as a special area of concern about speeding (Page 30).
 
Residents in the area have started a petition about the impact of the Keating flyover and the preferred option that has garnered more than 600 names.
 
A brief consultation period has a deadline for feedback to the province on the half flyover closing Mar. 24. 
 
Grumpy Taxpayer$ raise these concerns as part of a bigger issue – ineffective governance, incomplete public consultation, and failure of the CRD to establish a regional transportation authority.
